La Crosse County was awarded $22.9 million in federal American Rescue Plan Act funding in 2021. Five years later, the funding has supported:

--36 childcare provider grants

--10 units of adult bridge housing

--64 children or 23 families housed through Thriving Families

--35 units of long-term care housing for older adults

--1 workforce readiness center

--8 solar arrays

--21 housing redevelopment grants

--14 stormwater infrastructure projects

These investments are also creating an estimated $2.8 million in savings for La Crosse County over 10 years. The savings come from two areas: at least $100,000 in reduced annual energy costs from the new solar arrays, and $180,000 in reduced annual out‑of‑home care costs by helping families stay together through Thriving Families, which provides housing for families who are homeless or at risk of homelessness.

A final presentation on ARPA spending was delivered to the County Board earlier this month. All awarded funds were required to be obligated by 2024 and spent by 2026, which has been achieved. For more details, see our ARPA report here.
