Civilian Review Board

The La Crosse County Civilian Review Board (CRB) is authorized to address concerns, complaints, or allegations related to law enforcement actions, including officer misconduct, excessive use of force, intimidation, harassment, retaliation, racial profiling, or biased policing practices. Given this charge, the CRB fulfills three primary functions: 

  • Advocacy: Serve as a liaison for community members with complaints or concerns about law enforcement. 
  • Community Outreach: Increase public awareness of the CRB and provide support to those who wish to raise concerns. 
  • Data Collection: Gather and share annual data about the CRB’s work and trends in community-law enforcement interactions.

What we do:

  • Listen: Create a space for individuals to share their police-related experiences
  • Support: Offer care, guidance, and advocacy for those impacted by law enforcement.
  • Inform: Provide information and resources to empower individuals and communities
  • Connect: Assist in accessing support services or navigating formal complaint processes
  • Advocate: Serve as an advocate in meetings/conversations, when desired
  • Recommend: Utilize CRB report data to inform policies, professional development, and general strategies to reduce harm caused by policing

What we don't do:

  • Conduct investigations: We do not investigate incidents or gather evidence
  • Determine guilt/innocence: We are not a court and do not make legal judgments
  • Recommend or Impose Discipline: We do not propose or enforce disciplinary actions for police officers
  • Provide legal advice: We are not a legal service and cannot offer legal representation or counsel
  • Replace formal complaint processes: While we can assist in navigating these processes, we do not substitute or override them
