You might complete this form if you are seeking support or advocacy regarding a matter with law enforcement and do not believe the available outlets to voice a concern are an effective option for you.
If you are wanting to file a formal grievance against law enforcement, you might want to consider the below options. Or, if you are not ready to go that route, you can start with the CRB and we may be able to assist you in next steps for official complaints.
Additionally, sharing your experience and observations helps our community better notice patterns and trends concerning law enforcement practices that may otherwise go unnoticed.
CRB will review all civilian complaints.
If contact information is provided, you will receive outreach by a CRB member within 72 hours. If you agree, you will have an opportunity to meet with members of the CRB to gain support.
CRB will support you by providing a venue for expressing your concerns and complaints related to your interaction(s) with law enforcement.
CRB may communicate insights (only patterns, themes, and unidentifiable information) to all law enforcement agencies in the County.
CRB may make recommendations for effective methods to repair and build relationships between law enforcement agencies/police.
CRB may recommend evidence-informed improvements such as implicit bias and fair and impartial policing studies to law enforcement agencies, and advocate for changes to policies and practices based on trends and findings from community-lived experiences and evidence contained in studies.

The CRB will assist impacted parties in navigating existing law enforcement systems and/or connecting with support and/or investigative services regarding their complaints or concerns.
When requested by a civilian with a concern or complaint, the CRB will advise the civilian as to their options and work to protect and maintain their confidentiality and anonymity.
The CRB will work to recognize and mitigate power differentials between civilians and law enforcement agencies.
CRB will analyze, decipher, and share data regarding records in a manner and format that is understandable to all.
CRB will look for patterns of concern and provide anonymized patterns of complaints/concerns to the Judiciary & Law Committee (JLC).
CRB will track its work on community outreach to analyze its effectiveness; and produce an annual report to the public and JLC.
No.
The CRB will communicate, if you desire, to a contact person within the respective law enforcement agency. Typically, this will be the chief of the department.
Please be aware that all information shared with the CRB could be subject to an open records request, so if you have a concern about being identified, we encourage you to submit an anonymous report.
Only CRB members will review the submitted reports, so your information will remain private to others, unless you ask for the report to be shared.
Anonymized patterns or unattributed quotes could be shared with the County board, committees, or the general public to aid in collective learning.
